You could also add that in those days sidewalks were for lowlifes who couldn't afford a car.
Another component is the cost of retaining walls to support sidewalks on each side of a hillside road would have been, and would be now, prohibitive.

Aren't they still? I always thought sidewalks in the city were for camping and sidewalks in the suburbs were for skateboarding.

Also an exercise in futility as they usually fail, eventually. Cut banks seem to me much more sensible for long-term maintenence although less appealing aesthetically.

There's a couple of streets in Placerville that have sections of monolithic sidewalk/retaining wall that may be a few years older than I am and show no signs of failing. These are as much as 24" from gutter to top of walk at a couple locations. Any higher, or if the wall and walk were separate components, and I doubt that they would have worked for more than a few years. I suspect that there is a good amount of steel keeping the wall face and walk surface from separating.
