I found the NAVD 88 benchmark list on SACMAPS but cannot find the map referenced in the document.
Local insight would be much appreciated.

The page grid identifiers refer to the Thomas Guide for Sacramento County. I don't know which edition was used to compile the grid references, but the 1992 edition has always corresponded to the BMs I've needed.

I've attached a file that might be of help. The county BMs don't look promising -- there were none nearby listed in the current county document. There were a couple in the vicinity on an older (2005) list, but a look at Google StreetView indicates that they got eaten by the HCR monster. However, there are quite a few City of Sacramento marks in the area, and I've included those in the document. Based on StreetView, I color-coded most of them according to likelihood of success: red indicates that it's probably there and accessible, blue indicates maybe, and black indicates problematic access. Note that the city marks are NGVD29.
