I worked in Santa Cruz right after the earthquake, they had well mons on the Sidewalk. Yep, we had to schedule our work for times when there was not a lot of pedestrian traffic, but I really liked the approach rather than being out in the street traffic.
yes, some of us surveyors here in Santa Cruz have good sense, and those monuments are all still there:) Biggest problem is these bleeding-heart liberal chainman, they give all their lunch money away to panhandlers on the sidewalk and come back at the end of the day hungry:(

So, to put it bluntly, I'd say it's none of your business.
I disagree. Every licensee has a responsibility to uphold the standard of practice and relevant statutes, particularly when deviations from same arise within their own area of practice. The County Surveyor is on the same footing with every other licensee when it comes to interpreting state law, so if a licensee perceives a CS misinterpreting a statute and is unable to convince the CS to alter his actions, referring the matter to BPELSG is an appropriate response.

In the case at hand, I'm particularly disturbed by the CS's alleged statement that installing durable monuments was infeasible due to cost. Swapping out canned IP monuments anchored below the pavement section in favor of nails and washers looks like a poor solution to me.

We have way too many street trees lifting up sidewalk in our city to consider replacing centerline monuments with sidewalk control, at least for the downtown area.

I agree to disagree. Given the choice, I'd prefer a spindle plus a few witnesses permanently set in the curb over one single monument box in centerline any day. Technically, those reference points themselves will then in the future be subject to monument preservation requirements if new construction is planned.
