Believe it or not, the City of Lodi's Building Department now requires a certificate from an applicant's surveyor pre- and post-construction similar to the City of Turlock's prior to issuing a Certificate of Occupancy.

He has an app for iOS and Android to crowd source monument data. The data is also available through a desktop app for planning purposes, etc.

I have been working with the City of San Diego tweaking an app they have. We are getting closer. I am able to send a picture of the problem and it is immediately routed. I am trying to get them to include a special provision for monuments. I send it under a street category and they get back to me in 24 hours.

I have been lobbying CLSA and the City to assist me in getting a monument category installed on the app but that has been a challenge. Otherwise, it works great.

Talk to Rich Fultz with the City of Turlock. (BPELSG shared the Turlock protocol with our Chapter during a recent visit.)

City of Turlock is spot on in "attempting" to maintain mons for construction projects/street overlays/etc. (See attached)

The two Cities I work with are trying to come up with "staged" solutions that both comply with monument conservation law, but don't discourage permit applications from average citizens. Negative affect, positive affect, Major affect.

non-developer Applicants are reluctant to move forward once they MUST hire a surveyor to (a) sign off on the permit app and (b) monitor construction activity to determine if (c) pre and post corner records are necessary. I some cases, the cost of surveying is greater than project cost.

ANOTHER Issue I've seen is the "responsible surveyor" decides he disagrees with a monument location and sets about building cost and effort to satisfy his own resolution. You arguers will say "that's NOT what this is about" however, this thinking is out there.
One example is if there is a disagreement of position by surveyors. BOTH monuments get destroyed by construction, yet the "responsible " surveyor chooses to reset only ONE of the positions rather than have his tag on both points. Fair enough, HOWEVER, we all know that owners will use/argue over the monument they see verses one that is merely tied out (and could be correct).

Gentlemen, I believe there is more work to do on a law with honorable intentions yet so many interpretations, ramifications and misunderstandings.

Be not mistaken, oh fellows of the trade, I fully agree with monument conservation.
