Los Angeles County CCS Zone 7

Does anyone know the background on how Los Angeles County got is own zone in the original California Coordinate System legislation?

How did CCS27 Zone 7 get an origin of Northing (y) = 4,160,926.74 feet and Easting (x) = 4,186,692.58 feet?

I suggested to CLSA that they scan the historic Cal Surveyor magazines for the 40th anniversary. Chrissy Willson did a fantastic job making them searchable. What a huge asset to have that body of knowledge at our fingertips.

Does anyone have a copy of Los Angeles County Surveyor - Specification for Cadastral Mapping. 1941?
