I received a CR review and the CS is requesting both two boxes be checked for the PLS Act Ref.
The original submittal showed 8765(d) checked, but they are requesting a second box be checked for 8771.
It is my understanding that 8771 is only checked for use of the CR associated with monument preservation. If not, shouldn't this box be checked for every corner record? This is truly a minor issue, but if required the it becomes protocol for all future CR's.
Now lets see how this topic takes a left turn during the SIP, lol.

My understanding is that 8771 is for occasions where monuments are expected to be lost during residential or public works construction activity. It seems to be customary to file a before CR and an after when the locations are reestablished, especially on the PW projects.
I checked both boxes on a survey I did in a burnout neighborhood in Santa Rosa. I put every monument I could find on it (in additon to the corners I reestablished) because I predicted all of the original monuments in the neighborhood were going to be lost during reconstruction. I will not be filing a post-construction CR.
In a case where I was not expecting monuments to be destroyed due to activity related to the purpose of survey, I would probably not feel compelled to check the 8771 box. I can't imagine any circumstance where it would matter much if you did or didn't check the box (from a liability standpoint) so I'd say you might as well just check it and move on.

Your understanding is my understandingl. The check boxes are for differentiating the different 'types' of corner records', although this is usually apparent from the diagram anyway. If we start checking them all it would defeat the purpose. I always took 8771 to be the check box for Mon. Pres. corner records, like you.
Sure this is a fine point, but aren't so many of the things that we deal with and does that really matter? If we all, public and private, let the little ones slide out of fear/not-caring/etc. it can lead to a situation where there is an unhealthy imbalance of power between the local agency and private practitioners, which is bad for us, them, and more importantly the profession and the public. Hopefully this isn't the case where you are! Creating a healthy and meaningful professional working relationship with local agency reviewers requires both parties to deal honestly and openly with eachother. Perhaps the real question is: What are the odds of your corner record getting kicked back if you don't check this box? As you said, if you check it now you'll be checking it forever, and if you ask later you'll hear: "Everyone else is doing it and nobody complained..."

The Board added the checkboxes for many of the reasons described in this thread. It is our experience that many on both the submitting and reviewing side simply do not either understand or take the time to understand the difference between the sections requiring/allowing a Corner Record. The application and required supporting information is different for the submittal and the review criteria (e.g., depth of review) is different between 8765(d) and 8771. Either you the CS can send a copy to Dallas and we can assist with that understanding. Dallas will be including info on this with his new Record of Survey/Corner Record workshops he is planning.
