Proper way to extinquish irrevocable offer of dedication

What is the proper way for a government agency to cancel an irrevocable offer of dedication for a road that was never built, and will never be built?

Have the local agency accept the dedication and vacate the right of way summarily pursuant to Streets & Highways Code provisions. It is straightforward in the instance of never having been improved. A few findings need to be made, such as not part of the transportation element of the General Plan and the like. A public utilities easement may be reserved if a franchise utility requests for prospective use.
