LADWP Field Books

Looking to gain copies of The City of Los Angeles Department of Water & Power survey field books for a right-of-way within Kern County. A Record of Survey map filed for the R/W references "Monument per DWP field book XXXXXX". It does not appear that those field books are available online at LA County, LA City nor Kern County websites. Our attempts to reach LADWP have gone unanswered. Does anyone have contact info or a source for LADWP's survey department/records?
