By what process if any can a City exempt the requirement for a tentative map prior to submitting a Final Map?

Tentative map is required for all Final Maps per Government Code 66426. There are some exceptions in that code section which allow someone to file a parcel map instead of a final map. If that is the case, then the local agency's ordinances would govern whether a tentative map is required for a parcel map or not and should spell out any applicable waivers to that process [Government Code 66426(a)]
