I am seeking Reclamation Board maps of the Fresno River downstream from Hidden Dam at Hensley Lake.
Madera County Surveyor's Office may have what I am looking for.
Please help.

I suggest that you contact the Geomatics Branch of the State Department of Water Resources. They have all of the Reclamation Board maps and deeds in their records and I believe they created a GIS repository of them after I left there in 2012.

The "Rec Board" is now known as the Central Valley Flood Protection Board. This GIS based interface may help you find what you are looing for.

This is a better viewer to use for Central Valley Flood Protection Board (CVFPB) data, which used to be the reclamation board - title is held as the "Sacramento and San Joaquin Drainage District".

use this one for Department of Water resources data
