Neighbor Surveyor Won't respond

Hi:
Did a boundary survey to verify my client's neighbor's proposed new fence line.
Lot on a map.
I didn't find any monuments on the subject property other than an old hub and tack (no lath) which was not of record and a couple of lath marked property line and offsets to property corners but no nails or hubs or pipes near them. I did find monuments North, South, East, and West of the subject property from other maps.
My resolution ended up a couple of FEET from the new fence. I have called and emailed
the surveyor of the neighbor. No call backs or correspondence.
How do I get the other surveyor to the table?? I let the city know so they can't finish the fence. I am willing to share all my calcs/CAD work to see if I made any mistakes.
Is this something I can take to the Board? (BPELSG)

Commend you for attempting to contact the other land surveyor. Do you have any documentation that shows who the other land surveyor was, other than the stakes you found? Have you attempted to just walk up to the neighbor's front door and knock? Maybe leave a business card with a message to please call you to discuss?

Are you results reasonably consistent with the record maps? If so, file the appropriate document with the County (as necessary) and submit a complaint to the Board with all the information you have available.

You can also email Dallas or I with the information and we could possibly reach out to the surveyor in an effort to encourage that person to at least discuss with you.

What is a "LLS". Licensed Land Surveyor? Licensed Lot Survey? Lick, Lick, Scratch? Inquiring minds would like to know.

I think that the LLS is the name of the book that San Mateo County uses to file Record of Survey Maps in. I could be wrong.

To follow up...
My client talked to the city and the neighbor has had to stop work for the moment.
I will be emailing Ric and Dallas. No response from the other surveyor yet.
