Depends what you're trying to do. If it's a site topo, pull the record maps (like Ian said) find some of the monuments refered to and go. If you need state plane, set a couple of randoms and use CORS or OPUS to get you started and tie into some of the record mons also, so you have some reference to the record maps. What you decide to do depends on what the project specs are.
