License/name not on board website

I tried looking up
Keerl, Winston I. LS 2383
And nothing comes up using just his name or number.

Does the board just eliminate data after someone is inactive for xx amount of time?

I googled his name and there was an Ancestry.com com family tree that has a Winston Keerl that was born in 1901 in Iowa and died in 1978 in Orange County. Here's a link and it appears you need to pay for a membership to get more info. But I'll bet if you did pay you could contact the person that posted that family tree and see what they know about him.
