Lot split on Government Agency Property

Does anyone have experience with sub-diving property owned by the U.S. Government? A potential client (i.e. government agency) wants to split a piece of property into three parcels. As I understand section 66428 of the SMA government agency owned property is exempt from the need to do a parcel map. It seems that one could do legal descriptions and plats to be used in the documents for the transfers and then file a record of survey. Any thoughts?
