Please help me understand the differences between Section 66451.11 which has a list of requirements which make it difficult for a parcel merger to be used, and Section 66499.20.3 which appears to ignore 66451.11 and as long as the city has an ordinance to do a merger you can do a merger.
These two SMA sections appear to not necessarily contradict each other, but definitely makes something that won't work for most property in Southern CA to very easy to accomplish.
What is the difference/purpose of the two different sections?
