You said "LA County BM" Are you holding it for horizontal also? A lot of BM's have assumed horizontal coordinates. I will look at it in the AM if you like, send to stanley dot king at parks dot ca dot gov

Are you trying to hold the CORS values as well? Is your 3D modeling setup correctly?

It's been a while since I used Starnet but make sure you have the correct geoid height in the settings. If I recall, it needs to be entered in meters even if your project is in ft.

If adding a single constraint changes the adjusted position of a station by that much, something is likely way wrong. What do the error factors look like? How about posting the adjustment statistical summary?

Check to make sure you have a Geoid model installed properly
