Notary Acknowledgement for Notice Document

I prepared a Notice document that records concurrently with a Parcel Map. The clerk/recorder wants me to notarize my seal and signature on the cover letter I prepared.

I thought my seal and signature were prima facie evidence that I prepared the document. If I can seal and sign a map without it being notarized why would a need a notary for a notice document?

I've run across this recently at our Recorder's office. They recite a Civil Code section (that I can look up if you'd like) which refers to specific documents which require a notary for the signature - including, but not limited to, Notices. When I accept an offer of dedication and declare a public highway, my signature is now notarized.

Fortunately, subdivision maps and most survey specific documents are not under the umbrella of that statute.
