Speaker Tonight (FaceBook Live): Exploring the Non-Mapchecking Model of AZ

The leadership of the Practice-Based Chapter based in Orange County has been observing the increase of fees across the state for corner records and records of survey. We've gotten involved in local County processes to try and represent the practicing surveyor in these practice-based concerns. The consensus that increased fees will lead to fewer filings raises several related concerns about the future of surveying.

In addition working through the board of directors at the state level to try and put limits on these fees the chapter leadership has arranged for a speaker at the monthly meeting to talk about an interesting alternative. We're excited to welcome several new members this month who are liking the benefits our leadership keeps focusing on.

As with many of our meetings, this will be broadcast for those who can't join personally, via FaceBook. Simply navigate your FaceBook app or browser to our page and be sure you've "liked" it. Then you can edit your settings under notifications to get a reminder anytime a meeting is broadcast. You may also be able go to the page and should see a link that it is active, if you don't get a notification ... but the safest bet is to be sure and "like" the page and FaceBook will generally keep you aware of events like a broadcast.

Topic: “Exploring the Non-Mapchecking Model of AZ”.

Mr. Schneider will be discussing the Arizona model of map submittals and the effects on standard of care. Unlike California, there is not statute law requiring a County Surveyor to check maps. With the ever increase on map submittals fees, the profession has continually brought forth the question on "do we need mapchecking?" It's time for a substantive discussion on what the other side of the coin looks like.

Doug Schneider is in his 20th year working for Rick Engineering’s Tucson office as the survey department supervisor. He is also an Associate with the firm and corporate Vice President. He was first registered as an Arizona Land Surveyor in 1984 and is also licensed as a professional land surveyor in Nevada, Utah and California. He is the current chairman of the Arizona Land Surveyors Association and serves on the Arizona Board of Technical Registration Enforcement Advisory Committee.

This was really good. The kicker is that the CS review model is believed to infringe on professional judgement and in many cases LOWER the jurisdictional standard of care.

And the land boundary system didn’t fall apart....

How about that?

I’d love to see a transcript of this presentation. Some of the questions were hard to hear. Thanks for putting this on it was incredibly enlightening!

Mr. Schneider's presentation was most enlightening.

i.e. pick up the phone and talk to the surveyor - don't go the the Board FIRST.
i.e. don't "divide" the profession like others starting up their own group(s).
i.e. President asked members to raise hands if they thought there should be technical standards. No hands?

Personally, I like the idea of Surveyor to Recorder like Arizona! Especially when there is a huge spectrum of checking fees. And as Mr. Schneider said . . . Why do a certificate of correction when you can easily file an Amended Record of Survey! (Sometimes Certificates of Corrections don't get posted or scanned and the surveyor may not know about a C/C.)

As another has pointed out . . . it is the surveyor's opinion. This would eliminate those other threads on this discussion page about conflicts with the map reviewer/County Surveyor.

I grew up in an area that didn't have a County Surveyor position at all, so boundary survey maps would go directly from the surveyor to the recorder. It works just fine, but there is an important difference: the Association is the Board. You must be an association member to practice, which means the association dictates technical standards (including mapping standards). To me, if you don't have a CS review process, you must have a strong professional practice committee with the power to effect change.

That sounds like how attorneys and the Bar Association work.
