Consolidating parcels by multiple LLA's

I've seen land re-organized over time with later LLA's performed over prior LLA's. I've seen multiple LLA's side-by-side going down a length of lots to re-tool a subdivision to fit grading or change in housing products.

I'm curious if there is anything outside of what would prevent a normal LLA that would prevent the following:

5 parcels under common ownership ... file an LLA to consolidate 4 into 1, then sequentially file another LLA to make the remaining 2 into 1; going from a total of 5 to a single parcel (1).

This could be accomplished by a single Parcel Map, but is anyone aware of case law or citation that would prevent filing sequential LLA's to consolidate from a greater number than 4 into a single parcel or less parcels in number?
