ABOUT THIS OPPORTUNITY
The County of Alameda is seeking candidates to fill its top survey position, the County Surveyor. This critical position offers an exceptional opportunity to lead and develop the County’s survey team, both office and field, while providing critical data and key decisions that impact the County’s day-to-day land transactions as well as large Capital Improvement Projects. This position will enable the incumbent to work in a progressive and forward-looking agency that fully utilizes technology to establish an accurate and efficient system that is responsive to the surveying community’s needs; as well as, tackle the challenging demand for ongoing boundary determination and map review. Working independently, the County Surveyor is responsible for examining all record documents such as tract maps, parcel maps, records of survey, and corner records. The position reports to the Principal Engineer/Transportation Program Manager and resides in the Engineering Department of the Public Works Agency. This position supervises a team of professional and technical survey and administrative staff and directs professional consultants. Other responsibilities include providing survey support for Transportation and Flood Control Capital Projects, managing and preserving the County's survey monuments, reviewing and approving annexation maps for the Alameda County Local Agency Formation Commission.
ABOUT THE AGENCY
The Alameda County Public Works Agency consist of four departments: Management Services and Administration, Construction and Development, Engineering, and Maintenance and Operations. Services provided by the Agency include building inspection, land development, county surveyor functions, transportation and flood control engineering, clean water and environmental programs, construction inspection and contract administration services, street lighting, and maintenance and operations of public infrastructure.
The goals of the Agency are to keep roads safe and well-maintained; provide the highest level of flood protection; provide service levels that optimize infrastructure life cycles and minimize deferred maintenance; ensure that development and construction adhere to applicable State and County rules; optimize disaster preparedness, response and recovery; ensure that Agency’s operations and services minimize negative impacts on the environment; and sustain and advance County and Agency programs through a vital business and administrative support system.

THE IDEAL CANDIDATE
As a key team member for the agency, the ideal candidate will possess teambuilding and leadership skills with the ability to establish effective team structure for field and office staff as well as be able to cohesively work with staff while playing an active role in their development and succession planning strategy for the survey unit/profession. Candidates must be cognizant of legally mandated timelines and court cases related to field surveying and the review, processing and approval of maps. Furthermore, the ideal candidate will be an excellent communicator, both verbally and in writing, with the ability to relay essential information to a wide-ranging audience on diverse issues related to land surveying.
Finally, the ideal candidate will have a strong technological background (GIS, scanning, drones, hand-help GPS entry) and be a strategic and progressive thinker with the skills to determine long-term goals and design the best approach to achieve those goals.
