Mobile Home Park, what map to file?

I have not worked in mobilehome parks and am looking for advice.

I have a potential client who ownes a mobilehome/rv travel trailer park. The park was created around the 50's and the site plan provided by the owner doesnt have dimensions on the shown interior lots. it is very old and torn, almost unreadable. The site plan is not recorded of coarse...

The owner has had issues with neighboring tenants and their travel trailer pop outs "encroaching" onto adjoining "lots" and now the State has got involved and issued him a violation. He needs to have markers in the ground clearly marking each space or he will continue to be fined.

The state requires there be a 3' setback sideyard setback to each trailer. Because these trailers are to be treated as "permanent" (according to the owner). My plan is to locate each trailer outside edge and the adjacent concrete porch (and utilities where practical) to reconstruct the site plan as best as i can. There have been a few alterations to the "lots" and my new plan will reflect those changes. i will then set my license tag at each "interior lot corner" (according to my newly re-created site plan) to satisfy the states requirement. There are some safety factors involved with the accessing the rear interior lot corners and utilities.

I have been researching the LSA and the SMA regarding mobile home parks to find out what which type of map my work will trigger.

I believe that because it is a mobile home park with one owner (no finance waiver or conversion, simply laying out interior lots), i am not required to file a final/parcel map, correct?

The property is not shown on a recorded map so that will trigger a ROS and if i set my license tag at each exterior corner then each interior mobilehome/rv travel trailer "lot" corner (to satisfy State Violation) i can show them on the Record of Survey to satisfy the setting my license tag at each of interior corners, correct?

Any input is appreciated.

The property is under one ownership, so you're not monumenting limits of ownership, you're monumenting limits of usage that are under the control of the property owner. In my opinion, you're not required to make any public agency filing.

It's been a long time since I've done any MHP work, but for years I worked occasionally in a large one in Sacramento County. The "lots" were shown on an unfiled (private) plat, and each was marked on the ground by chiseled lines in the curbs that bounded each tier of lots. The residents sometimes fought bitterly over every inch of encroachment over those lot lines, but those were all private disputes that involved only the residents and the MHP owner -- no government participation was required.

Thank you for your opinion! Very much appreciated! Not filing on the interior corners could cut the cost dramatically.
