Shasta County: record maps, corner records, and deeds

My brother is finding "surveyor's stakes" of some sort on his property in Cottonwood that he has owned for about 20 years.
he says they differ from his fences by a Bunch... and is asking me if he needs to hire a Surveyor.

So, long story short, I offered to look into it. He sent a copy of his Deed.
it's a Typical title company mashup of off topic boilerplate and crappy copies.

The Shasta County GIS and website is OK, it helps, but I am not finding County Surveyor contact info or a facility to view/download records.

My hearing is very poor so I am trying to avoid a cold call to the main desk.
any hints are appreciated.
