Recording fees waived for county and other public entities

In the past recording fees have always been waived for documents recorded for the county and other public entities, such as cities, schools, and districts. This has applied to Record of Surveys, Easement Deeds, and CC deeds. Can someone point me to the state code or law that spells this out?
