Is it a violation of the PLSA for a land surveyor to plot FEMA flood zones on an ALTA or a map?

I am running a poll to query other surveyors about preparing ALTA surveys. I am working with Gary Kent on this. The question involves whether or not it is a violation of the PLSA for a surveyor to plot FEMA zones. it is to be noted that the FEMA zones are determined by others; the surveyor is merely tracing them.

Consider a FEMA flood zone line similar to a USA marking.

I can't understand how it's any different than anything else we show on maps. Make a determination based on the best available data and explain your methodology. SOP

What am I missing?

Consider a FEMA flood zone line similar to a USA marking.
No matter how many times I ask FEMA to paint out the zone line for me, they still refuse to do it.
