Has anybody heard of a jurisdiction limiting LLAs to 2 adjacent parcels?
Can they even legally do that?

Pretty sure 66412 is the main legislation that controls LLAs. It says four (4) or fewer parcels are exempt. Most jurisdictions I know of make that the upper limit. I have not encountered a two parcel limit in the greater Bay Area counties that I have worked in.

I encountered one where there had to be three parcels (in this case) to reconfigure three new parcels, all legal and buildable. One of the original parcels was about the size of a shoebox, but, hey, it was a separate parcel.
