El. Cert question--Building diagram 1A

The FEMA instruction diagrams are a little confusing here. Is elevation C2A supposed to be the finish floor elevation for a one story slab on grade building? I think so, but I want to confirm with others. Thanks.

So I would assume then that elevation for C2(b) is N/A? Correct?

The FF elevation goes to C2a, and yes, I add N/A to C2b.
